
The Voter's Identification Card's issuance was put on hold by the Commission on Elections (COMELEC) in December 2017. To establish a national identification system approved by the House of Representatives of a bill seeking proposes only one ID for all government transactions.
The Philippine Identification System Act or Republic Act No. 11055 is an act that aims to have all Filipino citizens and resident alien have a single identification card in the Republic of the Philippines. The PhilSys ID or National ID is accessible to all Filipinos and residents aliens. The ID-released credentialed will be accepted in most transactions and provide access to financial, social protection, health education, and other Government services. It will also eliminate the frauds, making identity stronger and empowering into their data.
The Philippine Statistic Authority Supervisor in Palawan, Romelita Fernandez, said that they would be creating a new portal website for the online registration that expects to start this month of April.
At the press conference, Fernandez said that "Ngayon ay wino-work out na matapos ang web portal para sa mga hindi nakarehistro. Ang target nyan ay this April. Tatlong process 'yan – una 'yong ginawa dito sa atin na assisted device-data collectors, then biometrics or online registration then ang pag-issue na ng ID,".
“Hindi po siya sapilitan kaya lang ang problema po kung wala ka nito ‘pag nagkakaroon po ng mga kailangan na halimbawa po sa pagdi-distribute ng mga social services ng mga government yun po magkakaproblema po yung mga individual na wala po nito.” She also added.
The MIMAROPA region registration started in the last quarter of 2020 in 32 provinces, including the MIMAROPA provinces. The target for the registration runs into 181,440 but has lapsed into 199,330 as of March 30. The island's towns in Culion, Cuyo, Araceli, Magsaysay, and Dumaran are still ongoing.
In the latest report in the Philippine Statistic Authority (PSA) on March 23, 2021, there is a total of 95,386 that has completed the Step 2 registration in all 519 registration centers that operate. Meanwhile, there are 254,188 who have opened a bank account in Landbank.
The registration for the National ID had three processes.
Step 1 is the preregistration process wherein partial demographic data including full name, gender, birth date, blood type, address. Additional pieces of information like marital status, cellphone number, and email address are optional, along with appointment settings.
Step 2 will validate the information with supporting documents and capture the biometrics information ( fingerprints, iris scan, and front-facing photographs).
Step 3 is the last in the process, the issuance of the PhilSys Number (PSN) and PhilID (Physical card) distributed in the house to house.
The first issuance of the identification card is free, but IDs' replacement will have fees if lost or damaged.
