
A provincial forum was made by the PCA-Palawan to know and share the advocacies of every nominee. The nominees for the Farmer Representative in the MIMAROPA Region that are qualified are Ariston D.Arzaga, Edmundo T. Reblando, Linda E. Mamah and Quintero for Palawan, Reynaldo A. Malaluan and Jaime G. Nuevas Jr. for Mindoro, Restituto S. Costibolo and Johnny C. Francisco for Marindoque and Benjamin M. Falqueza for Romblon.
The virtual forum was attended by the nominees along with Acting Division Chief Arlo G. Solano, Provincial Agriculturist Dr. Romeo Cabungcal, Philippine Council for Agriculture and Fisheries (PCAF), Philippine Information Officer Orlan Jabagat, Phiilippine Coconut Authority Acting Regional Manager III Ramon, PDO IV Engr. Edilberto Escobar, and members of Provincial Nomination and Selection Committee (PNSC). The nominee has been given a chance to speak for their advocacies and objectives if ever they are selected for the position.The voting period opened on May 24, 2021 and will be closed on May 26, 2021. On the next day, 27 and 28, the inventory, validation, canvass of votes and proclamation of the winning delegates to the regional convention will be made.
Based on the Memorandum Circular No. 01 in series of 2021 states that:
“The coconut Farmers and Industry Trust Fund Act (REpublic Act 115224) mandated the government representatives in the reconstituted PCA Board to coordinate with the PCA in promulgating a nomination and screening process for the nominees of the representatives of the coconut farmers in consultation with their perspective organizations or association.
The reconstituted PCA Board in its first meeting of government representatives held on March 15, 2021 approved the promulgation of nomination and election process that is exclusively to be participated by the coconut farmers as defined in the law through their respective organizations, associations, or cooperatives, with PCA to serve as lead facilitator.”
For the selection process at the regional level, the Regional Nomination and Selection Committee will prepare and post the list of the nominee delegated at the regional convention indicating the respective voting power of each nominee delegates and followed by a regional forum via online platform that will be attended by the nominees and representatives from the provincial CFA’s. Maximum of 5 nominee-delegates will be sent to the island group level.
In the Philiipine Coconut Farmer-Palawan social media’s post they stated that “On May 12, 2021, a meeting of the Provincial Nomination and Selection Committee (PNSC) of Farmer Representative in PCA Board was held to screen and evaluate the documentary requirements submitted by the nominees and participating CFO, CFA and Cooperatives. The activity was spearheaded by Acting Division Chief I Arlo G. Solano of PCA-Palawan and attended by Mr. Orlan C. Jabagat of Philippine Information Officer, Mr. Noel M. Callorina of PSU-MPC, Ms. Nenita A. Tabangay of Provincial Agriculturist Office, and Ms. Frauline B. Castillo of Provincial Agriculture and Fishery Council.
Department of Agriculture-PCA Administrator Benjamin Madrigal, Jr. said that “We encourage our coconut farmers, as the direct beneficiaries of RA 11524, to ensure that they participate in the consultation and more particularly, in the nomination process – to ensure that we get the most qualified farmer-representatives,”.
